(AP) ? President Vladimir Putin is turning back the clock on his predecessor's reforms ? literally.

This week, Putin signaled his intent to reverse one of the few high-profile reforms Dmitry Medvedev enacted while president: keeping Russia stuck in summer time all year after clocks sprang forward in March. It's perhaps an apt symbol of Putin's relentless drive to roll back even the modest liberal legacy left behind by his protege, who made timid attempts at modernization as president but never emerged from the shadow of his patron ? and meekly agreed to step down to let him reclaim the top job.

One by one, each of Medvedev's reforms ? from decriminalizing slander to purging the boards of state-run companies of government officials ? has been swept aside. Observers see it as part of a new tough course taken by Putin in response to massive winter protests against his rule, an indication that he sees no need for a compromise with the opposition. Suspicions are also rife that Putin may even be gearing up to dump Medvedev, his longtime political partner, as prime minister.

Nobody believed that Medvedev would really be in charge when he took over as president in 2008, while Putin moved into the prime minister's seat to observe a constitutional limit of two consecutive terms.

But he led many to believe that he may at least soften Putin's autocratic ways, especially when he proclaimed in a speech that "freedom is better than non-freedom." He heartened many by promising to allow greater political competition, champion media freedoms, liberalize the economy and fight graft.

In the end, he fulfilled few of these pledges, leaving the tightly controlled political system largely intact, while Putin made it abundantly clear that he remained Russia's paramount leader. A year ago, Medvedev showed unswerving loyalty to Putin when he refused to seek a second presidential term and agreed to swap jobs.

Medvedev now sees himself sinking further into irrelevance.

The latest blow came with Putin's comments on his protege's time switch initiative, which had angered many Russians because it meant they would have to trudge to work in pitch darkness during the nation's long winter. Medvedev had argued that keeping clocks on summer time helped farmers. Putin told reporters Tuesday that Medvedev "isn't fixed on his decision" ? a comment that appears to signal that the measure is doomed.

A humiliating revision of his own move would further erode Medvedev's popularity, making it easier for Putin to sack him in the future if he decides to do so. A recent poll by the VTsIOM opinion research center showed Medvedev's approval rating dropping to just over 20 percent this month, half of the level during his presidency. The same poll showed Putin's approval rating staying stable at around 50 percent.

In one sign of fraying ties in the leadership duo, Putin spokesman Dmitry Peskov told The Associated Press this week when asked about claims that some members of Putin's inner circle held Medvedev responsible for the explosion of anti-Kremlin protests over the winter that "it's not a secret that during Medvedev's presidency some mistakes were made."

Last winter's protests, which drew more than 100,000 people demanding an end to Putin's role into the frigid streets of Moscow, were the biggest Russia saw since the 1991 collapse of the Soviet Union. Clearly shocked, Putin blamed the U.S. for staging the demonstrations and squarely focused his campaign on his core support group of blue-collar workers and state employees.

After his inauguration in May, Putin quickly struck back at his political foes with a series of repressive bills that slapped hefty fines on participants in unsanctioned rallies and required foreign-funded non-governmental organizations, such as rights watchdogs and election monitoring groups, to register as "foreign agents" in a bid to undermine their credibility with Russians.

Medvedev's firm support for Barack Obama's policy of "resetting" ties with Russia, which suffered during George W. Bush's presidency, has given way to a barrage of anti-U.S. comments by Putin and his lieutenants. Earlier this month, Moscow halted the U.S. Agency for International Development's two decades of work in Russia saying it was meddling in elections ? a claim Washington denied.

Opposition activists have faced interrogations and searches, and three members of the feminist rock band Pussy Riot were sentenced to two years in prison in August for a "punk prayer" for deliverance from Putin in Moscow's main cathedral.

Liberal initiatives of Medvedev's presidency looked increasingly out of place amid the crackdown on dissent, and the Kremlin quickly moved to repeal them.

The parliament controlled by Putin's loyalists quickly reversed Medvedev's law decriminalizing slander, giving law enforcement authorities a new weapon against dissent.

The presidential human rights council, which Medvedev filled with Kremlin critics, was quickly reshuffled to purge them, and a bill widely expanding the definition of high treason that Medvedev shelved in 2008 received a unanimous preliminary approval in parliament last week.

Medvedev's directive to remove government officials from boards of giant state-controlled companies has been reversed. And Putin's lieutenants, like energy czar Igor Sechin, successfully resisted a push for control over energy revenues by Medvedev loyalists. Medvedev himself has avoided meddling in those disputes and sought to demonstrate his loyalty to Putin.

Medvedev faced more trouble this month, when Putin gave a dressing down to several Cabinet ministers, saying that they had failed to fulfill his directives on drafting the next budget. It was an oblique criticism of Medvedev himself ? as he leads the Cabinet and is in charge of the economy.

Alexei Makarkin, a leading analyst with the Center for Political Technologies, an independent Moscow-based think-tank, said that such criticism could be repeated and would help set the stage for Medvedev's ouster in the future.

"He would be unlikely to remain the prime minister for the entire Putin's term in office," Makarkin said.

Can Mobile Phone Use Lead to Brain Tumors?

There are currently close to 6 billion mobile phone subscriptions worldwide, and increased usage of cell phones has understandably led to a greater level of interest in how safe they are. The main concern for our health is that mobile phones emit and receive electromagnetic radiation as a result of their need to communicate with relay towers, and some of this radiation is absorbed by the head when the phone is held up to the ear. Whether or not the radiation (both the amount and the frequency) that a typical mobile phone user is likely to receive is potentially damaging to their health has been the subject of debate for some time.

Anecdotal evidence that high mobile phone use can potentially lead to brain tumors is not hard to find. Newspapers and other media sources are only too ready to run such stories. However, given that there are so many people using mobile communication so regularly, the chances are that someone is going to have a brain tumor at some point, whether or not there is any link with the amount of time they spend on their phone. The obvious question is whether or not there is good reason to be concerned over how and how much you use your phone.

The most recent assessment of the scientific evidence of mobile phone safety was carried out by the European Commission Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR). They concluded that mobile phone usage was unlikely to increase the risk of developing brain tumors.

The most recent results from a long-term study by researchers from the Institute of Cancer Epidemiology at the Danish Cancer Society in Denmark also failed to find any link between mobile phone usage and the development of brain tumors or any other cancers of the nervous system. This study was particularly significant in that it used most of the Danish population to determine if there was any difference in the incidence of brain cancers between mobile phone users and non-mobile phone users. Unsurprisingly, this work has been quoted frequently, especially by cell phone companies, as evidence that their products have now been given a completely clean bill of health.

In contrast to the previous results, the conclusion of a 2010 paper published in the International Journal of Epidemiology on the subject suggested that while no overall link was found between two kinds of brain tumor and mobile phone usage, the data did point to a possible increase in the development of glioma-type tumors in the most intensive users. The authors also pointed out that since the new generations of smart phones are being used for even greater periods of time, especially by younger people, further and ongoing studies in this area are definitely merited.

In 2011, the World Health Organization (WHO) classified mobile phone radiation as ?potentially carcinogenic to humans.? Following from this, many countries have adopted a precautionary approach and suggested moderation in cell phone usage. Using a hands-free kit to avoid holding a phone next to your head has also been advised. While the available evidence suggests that low and normal usage of a mobile phone does not increase your risk of developing a brain tumor, it is probably wise to reduce your exposure to electromagnetic radiation as much as you can, and certainly to avoid spending long periods of the day with a phone next to your ear.

Gunman fired day of Minneapolis office shooting

MINNEAPOLIS (AP) ? A man who burst into a sign-making business in Minneapolis, fatally shooting the owner and three others before turning the gun on himself, had been fired from the company earlier in the day, police said Friday.

Minneapolis Police Chief Tim Dolan identified the shooter, who injured at least four others in the Thursday afternoon attack, as Andrew J. Engeldinger, 36, of Minneapolis.

Engeldinger had been fired from his job at Accent Signage Systems earlier in the day, Dolan said. He came back about 4:25 p.m., parked his car, walked into the loading dock area and immediately started shooting people. But it also appeared he may have spared some of his former colleagues.

"It's clear he did walk by some people, very clear," Dolan said.

Investigators who searched a house Thursday night in south Minneapolis where Engeldinger lived found another gun and packaging for 10,000 rounds of ammunition in the house.

"He's obviously been practicing in how to use that gun," Dolan said.

Among those killed were businessman Reuven Rahamim, 61, who was the owner of Accent Signage Systems Inc. in Bryn Mawr, a mainly residential neighborhood on the northwest side of the city, son-in-law Chad Blumenfield said in a statement.

"Other members of the Accent family tragically lost their lives as well, and we mourn their loss," Blumenfield said. He provided no details.

UPS driver Keith Basinski was also killed, the mail service said in a statement Friday. UPS Northern Plains District President Jill Schubert did not say why Basinski was at the Accent offices. She said the company was "profoundly shocked and saddened" at his death.

Authorities have not revealed the names of the others killed.

Lane's Bakery to reopen at Villager Mall - Isthmus | The Daily Page

People lined up out the door this morning for what they thought might be the last kringle they'd ever buy from Lane's Bakery. But it turns out that won't be the case.

Chuck Lane, who has run the bakery with his brother, Mike, since their dad retired about 10 years ago, signed a lease Thursday for a new store just down the road at the Villager Mall. Even better news: it will have plenty of seating -- even more than the current location -- for all of the regulars, many of them retired, who gather each morning for coffee, pastry and company.

Chuck's father, Jerry, who started working at his father's bakery when it was still on University Avenue, had a hard time choking back the tears Friday. He wanted to go talk to some of his old friends in the caf? area, but just couldn't. "Some say they will chain themselves to a table," he said with a smile.

Chuck Lane says he will be baking all of Lane's traditional fare -- kringles, donuts, buttercream cakes -- at his new location, where he will also offer "gourmet" sandwiches, espresso drinks and wi-fi. He will be able to build out the store to his specifications and hopes to open by May 1.

"I am looking forward to going back in the business," he says.

Jerry Lane says he's very proud of the job his sons and daughter-in-law have done at the bakery since he retired. But he says his sons don't see eye to eye on the future of the bakery. "That's the reason for the decision," he says.

Jerry's father opened the bakery on University Avenue in 1954. It moved to the 600 block of South Park Street in 1957 and to its current location at 448 South Park in 1987.

Jerry says the regulars have said they'll follow Chuck down to the new location. So will St. Mary's Hospital, which was the bakery's only wholesale client. "They can't wait to have us down there again."

The UW Athletic Department was also a big customer. When the Badgers went to the Rose Bowl a couple of years ago, the department ordered hundreds of cupcakes, Jerry recalls. All had red roses on top.

Steve Bowen, an old friend of Jerry's and a former bakery owner himself, stopped by Friday at Lane's to pay his respects.

"I wouldn't miss this day for the world," he said.

Bowen says people underestimate how hard it is to run a bakery. "It's adverse hours; it's hot. People don't realize how much you go through."

Jerry agreed: "There are some days when you come in at 7 p.m. and you work through 'til the morning."

Jerry and his wife now live in Mercer. She is undergoing chemotherapy for ovarian cancer. He says it was caught early and she's doing pretty well.

In their younger days they ran the bakery together. "We were a team," he says. "I couldn't have done it without her."

The Four Pillars

The Four Pillars of the Modern Goddess are the foundation on which your new life is built. As you create and cultivate the Four Pillars in yourself, your life begins to move and change in magical and mysterious ways. To be a woman is to be an earthbound vessel for the unseen power that is the true nature of our reality. That power is meant to be honored and cherished, as is every woman on this planet. Pillar I: Never Rush.

Pillar IV: Appreciate Continually.

Accept and appreciate all the good that comes to you, especially the little things. Whatever you appreciate increases. Make it a habit to say, ?how usual!? whenever something good happens to you. The more you express your gratitude, the more good the universe sends your way.

How Usual

Most people react to something good happening to them as an out-of-the-ordinary event. How often have you said, ?I don?t believe it!? or, ?that?s amazing!? when you receive a delightful surprise. Words and thoughts have great power, so if your words convey to the universe that this is an unusual occurrence, it will comply. Your subconscious will make sure that ?it?s amazing? that anything good ever happens to you.

In our house we have adopted a more positive way of responding. My husband and I love to exclaim (often in unison), ?how usual!? whenever something good happens to either of us whether it is a parking spot, a good news phone call, or a nice fat check in the mail. Receiving good is ?how usual? in our life because we are in the habit of mentally creating it. Why not get into the ?how usual!? habit yourself. Let the universe know that receiving good is a regular, everyday thing for you, too. ?How usual!?

Today these Four Pillars are the foundation of my everyday life. They are all ingrained in me as habits of thinking and action. Not only do they make daily living a joy, they also make it possible to attract a great man who thinks the same way. It should be no surprise to you that my husband has these very same habits and beliefs. You, too, can attract wonderful people and good things into your life by adopting the Four Pillars as your own.

Time will tell if fast food giants are ready to battle obesity

ScienceDaily (Sep. 18, 2012) ? Jeff Niederdeppe is a professor of communication in Cornell's College of Agriculture and Life Sciences whose research explores the effects of mass media and health news coverage on health behavior and social policy. He welcomes the move, effective this week, by McDonald's Corp to post calorie information on menus at its 14,000 U.S. location, but calls on the fast food giant to lead the way toward changes that will have broader health benefits.

Niederdeppe says: "The decision by McDonald's to post the number of calories on their menu boards is a welcome first step toward taking accountability for the role of their products in shaping the health of Americans. The decision shows leadership and is likely to promote similar changes from other large fast-food chains.

"This important move will not, however, magically solve the obesity epidemic, nor does it change the fact that fast food companies remain a major part of the problem. Calorie-only labels leave out important information about the health and safety of fast food, including the large amount of sodium found in many of McDonald's menu items. McDonald's and other fast food companies continue to aggressively market their products to children -- by including toys in children's meals, and by advertising during programs that are watched by a huge number of young people.

"If McDonald's is serious about its efforts to reduce obesity being the right thing to do, they'll make other changes to the way that they do business. Time will tell."

Twitter for iPad gets new, completely, sliding-panel free redesign

Twitter has finally -- finally! -- updated the iPad interface to the new look and feel both Twitter.com and the iPhone interface have had for a while now. While it's good to see Twitter hasn't abandoned the iPad the way they seemingly have the Mac app, the update is also more of a mixed bag of hurt.

For mainstream users, the ones we've discussed many times before, who have very few followers, follow hundreds of celebrities, don't direct message, but use tons of TV #hashtags, it's likely an good, more consistent and accessible interface. But it's not a great one. To use Apple's term, this is the smartphone app stretched out to tablet size. It doesn't make use of the additional size of the iPad's screen. It just stretches and spaces to fill it. The information density compared to the previous version is way down, and even if arguably that was too much for regular users, this is too little.

For those of us geeks who grew up with Twitter, and with Tweetie before Twitter bought it, and with the bold, innovative interface Loren Brichter created for the iPad app... it frankly sucks. While not everyone liked the sliding panels of Brichter's iPad interface, the skill it took to design, implement, animate, and get the look and feel to that level was inarguably impressive. It was one of the first apps to truly think differently about interactions on the bigger iPad screen. And now it's gone.

Give it a year and few will remember the old Twitter iPad interface. Millions more will have bought iPads, big and maybe small, and started using the new, awkwardly designed, if more consistent new iPad app.

Twitter deserves credit for recognizing their changing user base and transforming with it. The good of the many outweighs the good of the geeks, including this one.

Hopefully it's just a beginning and Twitter will spend some time iterating on this and update again with something that better matches the potential of the iPad with the realities of their new user space. I won't count on it, but I won't count them out. The decisions being made at the top might be vexing for what amounts to legacy Twitter users and developers, but they've got some amazingly talented people there working on this stuff.

Elpida's bondholders open new front in fight over Micron deal

(Reuters) - U.S. bondholders who have been battling Elpida Memory Inc's planned sale to Micron Technology Inc revealed on Monday the bankrupt Japanese chipmaker had carried out "unauthorized" dealings involving its U.S. assets.

The bondholders made the disclosure just prior to a key court hearing at which they were scheduled to ask a U.S. bankruptcy court for greater oversight of Elpida's U.S. assets.

The hearing in Delaware's bankruptcy court in Wilmington was canceled in favor of talks with the bondholders, Elpida's attorney, Mark Collins, told reporters.

Elpida, the last of Japan's dynamic random access memory, or DRAM, chipmakers, was driven into bankruptcy by falling chip sales and foreign competition, and proposed the sale for about $2.5 billion to Boise, Idaho-based Micron as a way to repay creditors.

But holders of some of Elpida's $5.6 billion in bonds have blasted the Micron agreement as a sweetheart deal with little oversight.

The sale falls under the jurisdiction of the Tokyo District Court, which is overseeing Elpida's bankruptcy. However, Elpida asked Delaware's bankruptcy court to protect its U.S. assets from creditors under Chapter 15 of the U.S. bankruptcy code, a common move for companies restructuring outside of the United States.

Chapter 15 allows U.S. courts to recognize a foreign bankruptcy as the main proceeding and block creditors from seizing the company's American assets.

Bondholders have opened an attack on the Micron sale through the U.S. proceeding, and are seeking a ruling from Delaware bankruptcy judge Christopher Sontchi that would place greater oversight on Elpida's U.S. assets.

They are also seeking recognition that they have the right to force Elpida's U.S. subsidiary into U.S. bankruptcy.

The disclosure of the "four unauthorized transactions" came in response to Elpida's request to file a status report under seal.

The report concerned the status of the Japanese proceedings, which according to the filing have not been made public in the Tokyo court.

The bondholders opposed the request to seal the report, saying court papers that said disclosure of the transactions was critical for "stakeholders" to understand their rights in the case.

Buying Elpida, which supplies Apple Inc, would boost Micron into the number two spot behind Samsung Electronics in the global market for DRAM chips.

The bondholders, led by hedge funds Linden Advisors, Owl Creek Asset Management and Taconic Capital Advisors, have argued that Elpida is worth 300 billion yen ($3.78 billion).

In addition to their legal challenge in Delaware, the bondholders filed a reorganization plan for Elpida with the Tokyo court. A court-appointed committee is reviewing that plan, which would maintain Elpida as a standalone company, as well as the Micron sale plan. The committee is expected to decide this month whether one, neither or both of the plans will be sent to creditors for a vote.

If the bondholders do have to fight Elpida's plan in Delaware, they have a recent ruling they can point to as precedent.

A U.S. bankruptcy judge in Dallas, Harlin Hale, in June refused to recognize the Mexican restructuring of glassmaker Vitro SAB, a decision now being challenged at the Fifth Circuit Court of Appeals next month in New Orleans.

Elpida's U.S. bondholders have seized on the Vitro decision as a precedent to challenge the Micron deal.
