Deal reached for stopping spike in milk prices

(AP) ? The top leaders in both parties on the House and Senate Agriculture committees have agreed to a one-year extension of the 2008 farm bill that expired in October, a move that could head off a possible doubling of milk prices next month.

Senate Agriculture Committee Chairman Debbie Stabenow indicated that the House could vote on the extension as early as Sunday evening, though House leaders have not yet agreed to put it on the floor. In addition to the one-year extension that has the backing of the committees, the House GOP is also considering two other extension bills ? a one-month extension and an even smaller bill that would simply extend dairy policy that expires Jan. 1.

Expiration of those dairy programs could mean higher prices at the grocery store within a few weeks. Agriculture Secretary Tom Vilsack said Americans face the prospect of paying $7 for a gallon of milk if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

A spokesman for House Speaker John Boehner said Sunday afternoon that Republican leaders had not decided how they would proceed on the farm extension. Boehner has pushed back on passage of a new five-year farm bill for months, saying there were not enough votes to bring it to the House floor after the House Agriculture Committee approved it in July. The Senate passed its version of a farm bill in June.

The prospect of the higher milk prices has motivated some action. The bipartisan extension also includes disaster assistance to farmers affected by a lingering drought this year, along with extensions to other farm programs that expired in October.

Instead of just extending current dairy policy, the extension bill includes an overhaul of dairy programs that was in both the Senate and House committee bills. The new dairy programs include a new, voluntary insurance program for dairy producers. Those who choose that new program would also have to participate in a market stabilization program that could dictate production cuts when oversupply drives down prices ? an idea that hasn't gone over well with Boehner.

In July, he called the current dairy program "Soviet-style" and said the new program would make it even worse. Large food companies that process and use dairy products have backed Boehner, saying the program could limit milk supplies and increase their costs.

Stabenow blamed Boehner for getting to the point where an extension is the only option. "The lack of action by the House Republican leadership has put us in a situation where we risk serious damage to our economy unless we pass a temporary extension," she said.

One of the reasons Boehner has balked at bringing up a farm bill is disagreement in his caucus over how much money should be cut from food stamps, which make up roughly 80 percent of the half-trillion-dollar bill's cost over five years. House Agriculture Chairman Frank Lucas, R-Okla., has unsuccessfully pushed his leadership for months to move on the legislation despite the disagreement over food aid.

On Sunday, Lucas said he hoped the extension would pass both chambers quickly as GOP leadership mulled their options.

"It is not perfect, no compromise ever is, but it is my sincere hope that it will pass the House and Senate and be signed by the president by January 1," he said.

Keep Deer Out Of Garden for Good

Have you been battling unwanted garden pests?

For three years now deer have been camping out in the wooded area behind my home. The first year I was so pleased to be able to witness their beauty. But slowly they wore out their welcome as they ate their way through my yard like a gang of famished teenagers. There's a myriad of deer repellents on the market, but which ones really keep deer out of the garden for good? Through the years I?ve tested many store bought and homemade remedies and have found only a few truly work on my stubborn deer. I thought I?d share my successful picks with you.

Homemade remedies are easy to make and are the least expensive, so in your battle to save your garden, I recommend you start here. Unfortunately, I have to report none worked on my deer! Homemade repellents contain strong, perfume or spicy scents which are offensive to the deer's highly sensitive sense of smell (Irish Spring soap, Bounce Fabric Softener or chili powder). Another method is to use predator scent, such as the territory markings of a dog or the use of human hair. The final home remedy is a rotten egg or hot pepper spray, both of which render the plant snacks repulsive to the taste.

If you don?t want to mess with homemade remedies, you can purchase ready made sprays that leave the plants distasteful to the deer. Many gardeners say this spray works well for them, however, I found after a few days my deer didn?t mind the smell, and they developed the taste for putrescent eggs solids. This most likely will work for you unless your deer are as stubborn and determined as mine. Two things I did not like about the spray: the smell and the residue. You?ll notice the gag-worthy smell lasts a day and if you spray heavily, you?ll have a white residue on the plant leaves.

Out of frustration, I purchased an air horn but used it only once. It really did the job! Trouble is, it?s much too loud to use in my neighborhood early in the morning when the deer do the most damage.

I did find two gadgets that have helped tremendously. The first is a small, inexpensive solar powered laser that seems to frighten the deer. At night it shoots out a red beam across the yard similar to a high tech security system. The deer sense a predator and scram. I move my laser gadget to different sections of the yard to keep the deer guessing.

The second gadget is a motion sensitive sprinkler that senses the deer from many feet away and shoots a quick burst of water in their direction. The random shots of water really spook the deer. I've used this for the entire summer and for the very first time, my flowers are growing back. I was hesitant to purchase this because I didn?t want to waste water, but I have discovered it is very efficient.

I still have deer visitors but they do mind their manners and stay out of the sprinkler vicinity. They seem to be afraid to enter that portion of my yard even when the sprinkler isn?t set up. So, after a battle of nearly 3 years and many, many experiments, I?ve finally found a way to save my garden from the deer. The sprinkler can be set to activate with small garden pests such as rabbits, racoons and cats, too. If these gadgets worked on my stubborn pests, they'll help you keep deer out of your garden too.

FORTUNE -- Pam Hendrickson needed reinforcements. Recently the chief operating officer of the Riverside Co., a private equity firm that owns more than 80 companies on four continents with combined sales of $3.2 billion, was trying to deliver a five-year budget for all of Riverside's operations. She found herself shorthanded -- one key employee was on maternity leave, another had just left -- and the task required masterful financial modeling skills. In a bind, she turned to Nick Leopard. Says Hendrickson: "Anytime we need analytic help, Nick is my first call."

Leopard, 32, is the CEO of Accordion Partners, a financial services consulting firm that he founded in late 2009. Leopard and his team of 25 bankers act as a sort of rapid-response unit that can drop into a private equity firm or one of its portfolio companies and fix problems of all kinds -- temporarily expanding management's capacity, as the name Accordion suggests. "As much as private equity firms push, the management teams at their portfolio companies often can't build extremely complex forecasts," says Leopard. "So then there are surprises that no one saw coming." Leopard specializes in minimizing those unwanted surprises.

A former lacrosse goalie at Saint Joseph's University, Leopard began his career at the commercial lender CapitalSource (CSE) in 2002 before moving to investment banking at Bear Stearns in 2005. In 2007 he joined the investment team at BHC Interim Funding, a $200 million mezzanine debt fund. Along the way he formed a network of future clients like Providence Equity Partners and Riverside.

As the financial crisis unfolded in 2008, Leopard concluded that Wall Street was going to change: Headcounts would shrink, dealmaking would slow, and buyout firms would have to hold on to portfolio companies longer. He sensed an opportunity. "You could see that the buyout firms were going to get strapped but would still want to give their portfolio companies extra help when the economy slowed," he says. Leopard has purposely kept Accordion's business model flexible. For example, his team can advise on M&A transactions like an investment bank. But unlike a bank, which makes fees on completed deals, Accordion bills strictly for its bankers' time. The firm is paid even if the deal doesn't get done, so there's no built-in incentive to push for a bad transaction.

In September, Accordion launched a new practice called CFO Leadership Services. The idea is to help companies manage investor relations, risk management, compliance, and crisis situations. Leopard says he sees another void in the market in those areas. And he's ready to fill it.

Rams coach Jeff Fisher, who has lost to Bill Belichick by a combined score of 104-7 in their last two meetings, addressed the media on Tuesday, touching on a variety of topics.

On the question of whether multiple pass interference penalties against St. Louis cornerback Bradley Fletcher were justified, Fisher was surprisingly candid.

?He?s grabbing,? Fisher said. ?He grabbed. When you grab and the ball?s in the air, it?s pass interference. When you grab and the ball?s not in the air, it?s defensive holding. So, in each case, there was hand contact. Sometimes those aren?t called, but I can see what they saw and why they called them.?

Fisher then took a right turn while answering the question, offering up criticism of some calls that went against the Rams.

?I did think that we had a potential offensive pass interference on the ball in the end zone,? Fisher said. ?I was a little disappointed ? they also missed three roughing the passer calls on our quarterback. Those are 15-yard penalties and they keep drives alive. But, as I said, it?s a difficult game to officiate and they?re not going to see everything, but I?d like to have seen [referee Walt Coleman] do a better job of protecting our quarterback.?

Fisher pointed to three specific non-roughing calls ? a hit from Pats linebacker Dont?a Hightower on quarterback Sam Bradford, and then two more occasions on which Bradford was ?hit in the face.?

There?s a chance Fisher will be hit in the wallet. The rules in this regard aren?t always clear.? Just like the rules regarding roughing the passer.

Loyalty, Customer Service, and Sales - Getting Personal About ...

I recently completed delivering a training session at a client site that took me nearly fully across the country. Using the opportunity to visit friends I don?t get to see too often on the West Coast, I extended the trip to permit me to double up on prospecting with clients in the Pacific time zone and spend some time with my friends. As my friends picked me up at the airport, we immediately fell into the pattern of catching each other up on our businesses, personal pursuits, families, etc. It was during a conversation about the power of the relationships that exists between sales people and their prospects and customers that we both came to a common insight ? loyalty is as fragile as the next interaction?s success.

Training?s Failure

The relationship between customer and sales is critical.

My friends shared that in their business, it is not unusual for sales people to just ?drop in? and try to catch a meeting when and where they can in between other commitments and appointments. In those hurried and harried impromptu discussions, the following invariably happens:

1. The sales person follows some ?script? that is designed to get ?Yes? answers from their prospect (simplistic and obvious questions like, ?is profit important to you and your business?? ? that are guaranteed to get a ?Yes? in response).
2. The sales person makes reference to the friend?s child or family, personal interests, or some other pursuit based on an overheard conversation, photo in the office, or eavesdropping in an attempt to ?build rapport? ? but without any real (or invited) prior discussion between them.
3. The sales person assumes that the friend is prepared to share their needs, wants, desires for the business in a first meeting with a virtual stranger.

The reality is that many sales people never advance past the first meeting or are only given cursory attention when they ?visit? ? and don?t realize that it is because they are following the sales process they have previously been told to use. Because they are so focused on the steps of their training ? they are losing sales opportunities. What is happening is that my friend (and nearly every business owner) is feeling the disconnect that occurs when they are treated as a bit player in someone else?s play. The prospect is expected to read their lines as if a Director and Scriptwriter had staged the interaction with the expectation that there be no variation or deviation. Except, the prospect views it more like an improvisation and is not beholden to the confines of a script. My friend bristles at being expected to comply with an expectation she did not help create nor agree to; and often ends the meeting as soon as she sees the above occurring.

What Does Work

However, in the course of the discussion with my friends; one example did shine through in discussing a particular sales person?s efforts to differentiate from competition. The company this sales woman represented was holding a promotion for end-user customers that offered a rebate if the customer were to purchase a year?s worth of product at one time. A customer of my friends? business complied and made a purchase only to not receive the expected rebate check within the stated timeframes. In pursuing why the rebate was not offered, it seemed the company claimed all sorts of excuses and used various stall and delay tactics that infuriated the customer.

When the rebate was finally released, the customer was dissatisfied and wanted additional compensation for their trouble in securing the original rebate. The requested compensation far exceeded the value of the original rebate and was in no way reasonable; though the customer was clearly frustrated and angry by the series of events that had transpired and was not without reason for expecting some additional customer service efforts.

It was at this point, that the sales person from that company and my friends had a discussion that illuminated the reality of the situation. Here is what the two of them came to recognize as a result of this unfortunate exchange between the end-user and the company:

My friend?s perception:

? The product being sold is interchangeable or nearly the same as many other commercially available products and does not have a unique status or compelling competitive advantage.
? The company supporting the product has no marketplace differentiation that creates a reason to do business with it (and may actually be at a disadvantage if this episode is indicative of how they treat the customers of my friends? business!).
? There is no price, service, logistical, or other business variable that gives the nod in the company?s favor over other competitors.
? The sales person is the ONLY reason that my friends? business continues to do business with the company.

The sales person?s perception:

? The value of the relationship between my friends? business and her company was worth saving and working on (or even improving).
? If the relationship was damaged in any way by the way the company had handled the end-user customer?s situation, then the sales person was prepared to ?make good? on it in any way that the two of them could agree.
? If, in the estimation of my friends, the request by the end-user customer was appropriate (or even if it was inappropriate, but would salvage the relationship between my friends? business and the company), the sales person was going to authorize/find a way to approve the request in an effort to maintain harmony between their businesses.

While my friend and the sales person negotiated what they felt was ?fair compensation? as an offer to the end-user customer among themselves ? what they really were negotiating was their relationship and the strength of loyalty to each other. The end-user customer represented a microscopic amount of business to the sales person?s business, but the relationship with my friends? business was deemed important enough to absorb any additional expense in an effort to make the end-user happy.

My friends further shared that should this sales person leave her current position and be replaced by another sales person, the goodwill generated by this sales person would not transfer to the replacement. Loyalty has to be re-earned with each new relationship or interaction and is constantly set back to zero when an event occurs that calls that loyalty into question.

Court blocks Ind. defunding of Planned Parenthood

(AP) ? Indiana stepped between women and their physicians when it enacted a law that blocked Medicaid funds for Planned Parenthood just because the organization provides abortions, a federal appeals court ruled Tuesday.

The 7th U.S. Circuit Court of Appeals in Chicago upheld a lower court's finding that Indiana violated federal regulations when it enacted a law that denied Planned Parenthood Medicaid funds for general health services including cancer screenings.

The ruling is the latest setback in conservative efforts in several states to cut off funding for abortion providers that judges say go too far, intruding on women's right to choose their own medical care.

On Friday, a federal judge blocked Arizona from applying a similar law to Planned Parenthood. Also last week, Texas released new rules for a state women's health program requiring officials to shut down the program entirely if a court asks the state to include providers tied to groups like Planned Parenthood. The state broke the program off from Medicaid funding after federal officials determined it violated women's right to choose their own doctor.

And earlier this month, Oklahoma withdrew federal funding to three Planned Parenthood clinics in Tulsa that for 18 years has allowed them to provide food and nutritional counseling to low-income mothers.

Ken Falk, legal director of the American Civil Liberties Union of Indiana that handled the case, said that while people often associate Planned Parenthood with abortion, it also is a critical provider of non-abortion-related health services to both women and men.

"It's all kind of part and parcel of an attack on Planned Parenthood generally," said Betty Cockrum, president of Planned Parenthood of Indiana.

Mallory Quigley, spokeswoman for the anti-abortion Susan B. Anthony List, said 14 states have either enacted or introduced measures to end taxpayer funding for abortion providers over the past two years.

Elizabeth Nash, state issues manager for Guttmacher Institute, a pro-abortion rights nonprofit whose numbers are widely respected, said the defunding laws were part of a broad attack not just on abortion but family planning.

"In 2011 we saw this just kind of tidal wave ... the most number of abortion restrictions that have ever become law," Nash said Tuesday. "And as part of this we also saw an attack on family planning."

Indiana Right to Life Legislative Director Sue Swayze said there was no basis for that argument.

"There's been on discussion of contraception or birth control," Swayze said.

Tuesday's ruling will likely have little impact on Planned Parenthood's operations in Indiana as funding to its clinics has been largely uninterrupted since Republican Gov. Mitch Daniels signed a law attempting to cut the organization off in May 2011. Daniels' spokeswoman said the governor's office would have no comment on the ruling.

Planned Parenthood immediately challenged the law with help from the ACLU. District Judge Tanya Walton Pratt blocked the state from enforcing the law in June 2011.

The state appealed that order, arguing that federal law says Medicaid cannot be used to cover abortions in most circumstances and that the program indirectly funds the procedures by providing money for Planned Parenthood.

On Tuesday, the 7th U.S. Circuit Court of Appeals in Chicago upheld the core portion of Pratt's order, saying the Indiana law effectively stamps on a person's right to choose their doctors.

"The defunding law excludes Planned Parenthood from Medicaid for a reason unrelated to its fitness to provide medical services, violating its patients' statutory right to obtain medical care from the qualified provider of their choice," the ruling said.

The iPad Mini starts at $329 for a 16GB Wi-Fi-only model. 32Gb and 64 GB Wi-Fi-only models are available for $429 and $529, respectively, while their LTE-capable counterparts are priced at $459, $559, and $659, for the 16GB, 32GB, and 63GB versions, respectively.

Pre-orders start on Oct. 26. The Wi-Fi-only models will ship a week later, on Nov. 2. The LTE-enabled models will ship about two weeks later.

Australian radio commentator Alan Jones has been ordered to undergo ?factual accuracy? training over his remarks denigrating man-made global warming, local media relates.

Jones apparently said Australians produce just ?1 per cent of .001 per cent of carbon dioxide in the air,? and that ?nature produces nearly all the carbon dioxide.?

But, the Sydney Morning Herald continues:

University of Melbourne climate change scientist David Karoly said Australians were in fact responsible for .45 per cent of total carbon dioxide in the atmosphere. ?Obviously, we would much rather prefer that the comments of people like Alan Jones and Andrew Bolt were, in fact, correct, so it is pleasing to get this ruling from [the Australian Communications and Media Authority],? Dr Karoly said.

The radio station told ACMA Jones? claims should have been taken as commentary?But the authority said any ?ordinary, reasonable listener? would have taken his claims to be fact.? [Emphasis added]

The radio?s news and current affairs staff will also be participating in the training, and while Jones has apologized for his remarks, he still seems pretty defiant.

Jones says his program is ?fastidious? about getting their facts right, and certainly apologizes for misquoting the reported amount of carbon dioxide emitted by Australians.

?Are we to assume Alan Jones?s listeners (and there are a lot of them) have but one source of information??With the power of social media campaigns and the strongest libel laws in the country, do we really need the Australian Communications and Media Authority and the federal government to protect us? I think not. Indeed, whatever you think of Jones?s views, surely the thought of a government-controlled media is more scary.?? [Emphasis added]

(AP) ? Seth Doege stood in the pocket and completed the pass to Alex Torres like he has so many times in practice. There was another throw in the second overtime that was pretty sweet, too.

Doege's career-best seven touchdowns passes came in a variety of ways, and No. 18 Texas Tech needed every one of them on Saturday.

Doege found Torres for an 8-yard score in the third overtime after tossing a 25-yard TD to Jakeem Grant on an unconventional play in the second extra period, helping the Red Raiders top TCU 56-53 in the first league meeting between the teams since 1995.

"I was hoping they'd call that play. We practice it over and over and over," Doege said of his final pass. "Torres does a great job of selling it and he did enough where I could fit it in there."

After the Red Raiders (6-1, 3-1 Big 12) blew a 10-point lead late in regulation, Doege threw for a touchdown in each of the three overtimes. The last one came after TCU had to settle for freshman Jaden Oberkrom's Big 12-record sixth field goal to start the final extra period.

"I thought Torres was covered, and I didn't think he was going to throw it," Texas Tech coach Tommy Tuberville said. "But he let go and put it in the perfect spot."

Texas Tech began the second overtime in a wildcat formation, with Doege lined up wide. Two other players touched the ball before it got to Doege in the backfield on a play they had practiced for three weeks.

"It was sweet to get to run it in a game," Doege said.

TCU (5-2, 2-2), the Big 12 newcomer, has lost consecutive home games in a single season for the first time since it dropped its final two home games of 1998. Two weeks ago, the Horned Frogs lost their first Big 12 home game to Iowa State.

"Welcome to the Big 12," coach Gary Patterson said. "I do believe this. I believe we proved we can play in it. Are we unhappy we lost? Yes, but it was a heck of a game."

It was the most combined points ever for Texas Tech, and the second-most for TCU.

Doege completed 30 of 42 passes for 318 yards, including a 6-yard TD pass to Eric Ward in the first overtime, and Texas Tech quickly became bowl eligible a year after its first losing season since 1992. The Red Raiders were coming off an impressive 49-14 victory over then-No. 5 West Virginia.

After upsetting third-ranked Oklahoma last season, Texas Tech followed with five losses in a row that ended a Big 12-record streak of 18 consecutive seasons of bowl eligibility.

"We made a lot of mistakes," Tuberville said. "But we've been working real hard for a game like this, to win a game when you don't play your best."

And the Red Raiders almost let this game slip away.

Tech led 36-26 when Kenny Williams busted loose for a 47-yard touchdown run with 4:06 left in regulation. That came after TCU was held to a three-and-out following Doege's 8-yard TD pass to Torres and 2-point conversion.

Trevone Boykin threw a 60-yard TD pass to LaDarius Brown with 2:25 left before the Frogs failed to recover an onside kick. But they held to Tech to 1 yard before a punt, setting up a nine-play, 56-yard drive capped by Oberkrom's 42-yard field goal with 18 seconds left.

Boykin, the redshirt freshman who this month replaced second-year starter Casey Pachall, was 26 of 44 for 332 yards with four touchdowns and two interceptions.

TCU had the first shot in overtime, and Boykin threw an 8-yard TD pass to Josh Boyce on the fourth play. Ward's third TD catch tied it again. He finished with six catches for 61 yards.

After the wildcat score to start the second overtime, Boykin responded with a 7-yard TD pass to B.J. Catalon.

Skye Dawson had 10 catches for 154 yards and a touchdown for TCU, a 19-yarder less than 2? minutes into the game.

The Red Raiders were down 17-7 before two touchdowns in a span of just over 3 minutes in the second quarter. They surprised TCU with an onside kick that led to the second score in that span after a replay review overturned an official's ruling of incomplete pass.

Moore had a 33-yard touchdown catch even with defender Kevin White right with him. That was only three plays after Moore was called for offensive pass interference when he pushed off the same cornerback to make a catch, the penalty wiping out a nearly 25-yard gain to the TCU 22.

Ward was initially ruled out of bounds after making a leaping 29-yard grab and then falling down on the far side of the end zone. But officials reviewed the play, which showed Ward's right elbow had landed in the end zone before the rest of his body came down on the line for a score that made it 21-17.

"We played a Tech team that was 5-1 and we lost by three points in overtime," Patterson said. "They made one more play than we did."

(AP) ? President Vladimir Putin is turning back the clock on his predecessor's reforms ? literally.

This week, Putin signaled his intent to reverse one of the few high-profile reforms Dmitry Medvedev enacted while president: keeping Russia stuck in summer time all year after clocks sprang forward in March. It's perhaps an apt symbol of Putin's relentless drive to roll back even the modest liberal legacy left behind by his protege, who made timid attempts at modernization as president but never emerged from the shadow of his patron ? and meekly agreed to step down to let him reclaim the top job.

One by one, each of Medvedev's reforms ? from decriminalizing slander to purging the boards of state-run companies of government officials ? has been swept aside. Observers see it as part of a new tough course taken by Putin in response to massive winter protests against his rule, an indication that he sees no need for a compromise with the opposition. Suspicions are also rife that Putin may even be gearing up to dump Medvedev, his longtime political partner, as prime minister.

Nobody believed that Medvedev would really be in charge when he took over as president in 2008, while Putin moved into the prime minister's seat to observe a constitutional limit of two consecutive terms.

But he led many to believe that he may at least soften Putin's autocratic ways, especially when he proclaimed in a speech that "freedom is better than non-freedom." He heartened many by promising to allow greater political competition, champion media freedoms, liberalize the economy and fight graft.

In the end, he fulfilled few of these pledges, leaving the tightly controlled political system largely intact, while Putin made it abundantly clear that he remained Russia's paramount leader. A year ago, Medvedev showed unswerving loyalty to Putin when he refused to seek a second presidential term and agreed to swap jobs.

Medvedev now sees himself sinking further into irrelevance.

The latest blow came with Putin's comments on his protege's time switch initiative, which had angered many Russians because it meant they would have to trudge to work in pitch darkness during the nation's long winter. Medvedev had argued that keeping clocks on summer time helped farmers. Putin told reporters Tuesday that Medvedev "isn't fixed on his decision" ? a comment that appears to signal that the measure is doomed.

A humiliating revision of his own move would further erode Medvedev's popularity, making it easier for Putin to sack him in the future if he decides to do so. A recent poll by the VTsIOM opinion research center showed Medvedev's approval rating dropping to just over 20 percent this month, half of the level during his presidency. The same poll showed Putin's approval rating staying stable at around 50 percent.

In one sign of fraying ties in the leadership duo, Putin spokesman Dmitry Peskov told The Associated Press this week when asked about claims that some members of Putin's inner circle held Medvedev responsible for the explosion of anti-Kremlin protests over the winter that "it's not a secret that during Medvedev's presidency some mistakes were made."

Last winter's protests, which drew more than 100,000 people demanding an end to Putin's role into the frigid streets of Moscow, were the biggest Russia saw since the 1991 collapse of the Soviet Union. Clearly shocked, Putin blamed the U.S. for staging the demonstrations and squarely focused his campaign on his core support group of blue-collar workers and state employees.

After his inauguration in May, Putin quickly struck back at his political foes with a series of repressive bills that slapped hefty fines on participants in unsanctioned rallies and required foreign-funded non-governmental organizations, such as rights watchdogs and election monitoring groups, to register as "foreign agents" in a bid to undermine their credibility with Russians.

Medvedev's firm support for Barack Obama's policy of "resetting" ties with Russia, which suffered during George W. Bush's presidency, has given way to a barrage of anti-U.S. comments by Putin and his lieutenants. Earlier this month, Moscow halted the U.S. Agency for International Development's two decades of work in Russia saying it was meddling in elections ? a claim Washington denied.

Opposition activists have faced interrogations and searches, and three members of the feminist rock band Pussy Riot were sentenced to two years in prison in August for a "punk prayer" for deliverance from Putin in Moscow's main cathedral.

Liberal initiatives of Medvedev's presidency looked increasingly out of place amid the crackdown on dissent, and the Kremlin quickly moved to repeal them.

The parliament controlled by Putin's loyalists quickly reversed Medvedev's law decriminalizing slander, giving law enforcement authorities a new weapon against dissent.

The presidential human rights council, which Medvedev filled with Kremlin critics, was quickly reshuffled to purge them, and a bill widely expanding the definition of high treason that Medvedev shelved in 2008 received a unanimous preliminary approval in parliament last week.

Medvedev's directive to remove government officials from boards of giant state-controlled companies has been reversed. And Putin's lieutenants, like energy czar Igor Sechin, successfully resisted a push for control over energy revenues by Medvedev loyalists. Medvedev himself has avoided meddling in those disputes and sought to demonstrate his loyalty to Putin.

Medvedev faced more trouble this month, when Putin gave a dressing down to several Cabinet ministers, saying that they had failed to fulfill his directives on drafting the next budget. It was an oblique criticism of Medvedev himself ? as he leads the Cabinet and is in charge of the economy.

Alexei Makarkin, a leading analyst with the Center for Political Technologies, an independent Moscow-based think-tank, said that such criticism could be repeated and would help set the stage for Medvedev's ouster in the future.

"He would be unlikely to remain the prime minister for the entire Putin's term in office," Makarkin said.

Can Mobile Phone Use Lead to Brain Tumors?

There are currently close to 6 billion mobile phone subscriptions worldwide, and increased usage of cell phones has understandably led to a greater level of interest in how safe they are. The main concern for our health is that mobile phones emit and receive electromagnetic radiation as a result of their need to communicate with relay towers, and some of this radiation is absorbed by the head when the phone is held up to the ear. Whether or not the radiation (both the amount and the frequency) that a typical mobile phone user is likely to receive is potentially damaging to their health has been the subject of debate for some time.

Anecdotal evidence that high mobile phone use can potentially lead to brain tumors is not hard to find. Newspapers and other media sources are only too ready to run such stories. However, given that there are so many people using mobile communication so regularly, the chances are that someone is going to have a brain tumor at some point, whether or not there is any link with the amount of time they spend on their phone. The obvious question is whether or not there is good reason to be concerned over how and how much you use your phone.

The most recent assessment of the scientific evidence of mobile phone safety was carried out by the European Commission Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR). They concluded that mobile phone usage was unlikely to increase the risk of developing brain tumors.

The most recent results from a long-term study by researchers from the Institute of Cancer Epidemiology at the Danish Cancer Society in Denmark also failed to find any link between mobile phone usage and the development of brain tumors or any other cancers of the nervous system. This study was particularly significant in that it used most of the Danish population to determine if there was any difference in the incidence of brain cancers between mobile phone users and non-mobile phone users. Unsurprisingly, this work has been quoted frequently, especially by cell phone companies, as evidence that their products have now been given a completely clean bill of health.

In contrast to the previous results, the conclusion of a 2010 paper published in the International Journal of Epidemiology on the subject suggested that while no overall link was found between two kinds of brain tumor and mobile phone usage, the data did point to a possible increase in the development of glioma-type tumors in the most intensive users. The authors also pointed out that since the new generations of smart phones are being used for even greater periods of time, especially by younger people, further and ongoing studies in this area are definitely merited.

In 2011, the World Health Organization (WHO) classified mobile phone radiation as ?potentially carcinogenic to humans.? Following from this, many countries have adopted a precautionary approach and suggested moderation in cell phone usage. Using a hands-free kit to avoid holding a phone next to your head has also been advised. While the available evidence suggests that low and normal usage of a mobile phone does not increase your risk of developing a brain tumor, it is probably wise to reduce your exposure to electromagnetic radiation as much as you can, and certainly to avoid spending long periods of the day with a phone next to your ear.
